COCOA BEACH, Fla. – Brevard County commissioners Tuesday decided to withdraw consideration of a plan to give a new 4-star hotel exclusive use of a public beach park in Cocoa Beach.
The Westin will be Brevard County’s only 4-star hotel when it opens in 2027, and it’s already on the largest hotel property in Cocoa Beach (the old International Palms site).
Commissioners decided the proposal needed some work before consideration.
The plan would have given the hotel exclusive access to the south half of Lori Wilson Park for up to 100 days a year, including renting all of the park for up to 12 days a year for Westin events.
It would include closing the park’s dog park on the south side by the construction site, so long as Westin builds a new dog park on the north side of Lori Wilson.
Dozens spoke during the public hearing for the proposal, with many in opposition to the plan.
Dog park regular Sandra Dzurek is worried about parking.

”They want the park for 100 days between November and April. This park is so busy during (that) season,” she said. “And if we’re forced to go to the north park, there’s going to be no parking. So many of the people come here, drive here for the dog park.”
At a county commission meeting two years ago, Commissioner John Tobia was the only county commissioner who did not wish to give Westin $1 million a year, every year for 30 years from tourism-generated money.
On Monday, Tobia said he’s in favor of the proposal, though.
“There’s more in it for the taxpayers, as well as the visitors of Brevard County,” he said.
Tobia said those benefits would include the potential dog park, which he called an upgrade to what the park has now.
“It will be new and will have a whole bunch of amenities that it currently does not have,” he said.
After Tuesday’s commission meeting, the hotel’s developer, Driftwood Capital, also told News 6 reporter James Sparvero that a new dog park would benefit the community.
Project engineer Hector Arechiga blamed the public’s negative reaction to the plan on miscommunication.
”People were thinking that we were gonna take over the parking, which we’re not,” he said. “People were thinking that we were gonna own the park, which we’re not.”
Arechiga said the hotel will now meet with county commissioner Tom Goodson, who represents Cocoa Beach, and get started on a new plan.
“So I think there is an exercise where we all really communicate what we need and what we need to meet with the community,” he said.
Other concerns for building a new dog park include harming gopher tortoise nests.
It’s not known whether the commission will revisit the plan in the future.

A new $400 million-plus hotel in Cocoa Beach is facing opposition to its plans to rent a nearby public park for up to 100 days a year.
COCOA BEACH, Fla. - A new $400 million-plus hotel in Cocoa Beach is facing opposition to its plans to rent a nearby public park for up to 100 days a year.
People aren’t frustrated with the property under construction, but some say a private company shouldn’t have "dibs" on a public piece of land.
"We all have such a negative feeling about it," said Janice Scott, a former Cocoa Beach mayor pushing back on the park proposal.
She has negative feelings about a contract between the hotel and Brevard County. It would give the hotel exclusive use of the south part of Lori Wilson Park for up to 100 days a year.
"You have so much going on your property. Just leave our public space alone," said the former mayor.
She isn’t alone. Many people have taken to social media about "Saving Lori Wilson Park."
"This is a public park. This is for the people. This is for our visitors. This is for our tourism product. This is not just for one hotel chain," said Sandra Sullivan.
FOX 35 News took these concerns to the developer for a response for those who feel this is a gross misuse of public space.
Carlos Rodriguez, the chairman and CEO of Driftwood Capital, said, "What I want to say is, they need to look at the whole picture." He says his company will improve the park by maintaining the space.
"Right now, tax dollars are going to maintain the park and, quite frankly, not as good as it should be," said Rodriguez.
Driftwood says holidays and other peak times of the year would be off-limits to them, and the hotel is paying to rent the space.
"Everybody loves this park," said another park user, Jeffrey.
Many are concerned about the future of the dog park at Lori Wilson if the new contract is approved.
In the contract, Driftwood would have to pay to build a brand-new dog park on the north side of Lori Wilson which would stay open to the public all year long.
"If they don’t bring back the water that my dog loves then no, I’m not fine with it," said the dog park lover, who wants to see many of the same amenities if a new one is built.
Driftwood also plans to build a golf cart path connecting their Hilton hotel to the Westin resort.
This proposal will be presented to the Brevard County Commission on Tuesday at 9 a.m. The public is encouraged to attend and share their views on the issue.

At 8:30 p.m. Wednesday, Oct. 9, Hurricane Milton made landfall near Siesta Key, Florida, as a powerful Category 3 hurricane with estimated wind speeds of 120 mph. The storm had battered the West Coast of Florida with howling winds, pounding rain and storm surge. #HurricaneMilton #Category5 #Florida #Sarasota and #FortMyers were trending terms all day Wednesday as Floridians prepped for the storm or evacuated the state.
In many cases, Florida residents were without power as Hurricane Milton whipped through.

BREVARD COUNTY, FLORIDA – A Local State of Emergency is in effect for Brevard County in response to the pending threat of Hurricane Milton, which is now a Category 4 hurricane slowly churning toward the west coast of Florida with a projected impact as a Category 1 hurricane in Brevard County starting Wednesday about 10 p.m. through late Thursday at 2 p.m.
The latest forecast from the National Hurricane Center projects Brevard County could see 4 to 8 inches of rain, and sustained winds of 45 to 60 mph, with higher wind gusts of 60 to 80 mph.
Brevard County is currently under a hurricane watch.

Residents do not need to bring sandbags, bags are provided and filled by on-site personnel. There is a limit of 10 sandbags per vehicle. Please be aware, lines may be closed earlier than 6 p.m. to ensure a timely closure.

The first food hall on the Space Coast is still months away from completion, but owners of Destination Food Hall have announced four of the expected eight local vendors.
Destination Food Hall, touted as a family friendly place to eat and dine in Cocoa Beach, is at the intersection of Minutemen Causeway and North Atlantic Avenue. It's expected to offer a range of classic and creative cuisine along with a craft beer and wine bar, while supporting Space Coast chefs and small businesses.
The one-story building, at around 5,000 square feet, will be largely under air, with 1,000 square feet of covered patio and misting fans.
Groundbreaking came at the end of May 2024, with plans for opening by spring/summer 2025.

Oshri Gal, a real estate developer and owner of OG Enterprises, grew up in Cocoa Beach and has looked forward to his dream becoming a reality for the area, he told FLORIDA TODAY in June.
